    Foreign direct investment in Cuba is considered a source of development for the country. Cuba's foreign investment policy prioritizes, among other export sectors, tourism and, within it, health tourism, as well as the modernization of infrastructure and the change of the technological pattern in the economy, especially in less developed areas. Foreign investment is an opportunity for the health business sector, oriented to the export of goods and services, with the objective of sustaining and developing the Cuban National Health System, universal and free for all its citizens.

    Foreign capital may participate in the development of national scientific and technological projects, preserving the intellectual property of the results obtained, especially trademarks and patents created by the Cuban party. 

    The foreign partner, under equal conditions with third parties, may be a supplier and client of the business.

    In the extraction of natural resources, the provision of public services, the development of biotechnology, wholesale trade and tourism, Cuban participation will always be in the majority.

    In projects that contemplate the export of goods or services, the foreign part will guarantee the market.

    The establishment of Totally Foreign Capital Companies is allowed for the execution of investments whose complexity and importance require it through special turnkey contracts.

    Infrastructure investments may be executed with long-term financing, prioritizing those associated with tourism development.

    The projects may be executed with the same investor or with several investors having a common interest. State property will not be transferred, nor will exclusive rights over the Cuban market be granted.
